Eira Core-Plus offers - information for vendors

If there is a perceived demand for your product in Eira we will ask you for an ”Eira Core-Plus” offer.
In the negotiation process it will be decided if the offer is accepted for ”Eira Core” (all 21 regions subscribing through Inera), or distributed as an ”Eira Plus” offer (optional add-on order through Inera), or declined.

Timetable – Eira Core-Plus offers

  • May-June: We contact vendors to let them know that we are interested in their product

  • August 15th: Last date for vendors to submit the ”Core-Plus” quote, including a filled in ”Eira Standards and principles” form and a license draft, to Eira

  • October 1st: Last date for Eira decision on which products are included in ”Eira Core”

  • October 15th: Last date for Eira decision on which products will be offered as ”Eira Plus”

  • November 30th: Last date for Eira to inform vendors whose products are selected for ”Eira Plus” which
    regions will subscribe to the product for the following year

”Core-Plus” quotes

The ”Core-Plus” quote needs to include pricing for two scenarios:

  • Core: Total pricing for Eira Consortium, should the product be selected to be included in ”Eira Core”

  • Plus: Regional pricing, should the product be selected to be offered as ”Eira Plus”

For an ”Eira Core-Plus” offer to be considered it needs to meet the following requirements:

  • Both Core and Plus pricing must be included

  • Plus pricing for each region

  • Plus pricing distributed by traditional Eira tier (S-XL)

  • Plus pricing that is not conditioned on a minimum number of subscribing regions (meaning there can
    be no condition such as "This quote is only valid if X number of regions subscribe")

  • Plus pricing can include ”multi-discount”, that is a discount in case a certain number of regions
    subscribe

  • In case all 21 regions join a Plus agreement, offered Core pricing applies

  • Plus multi year offers need to allow regions to join or cancel the agreement in the subsequent years.

  • Therefore pricing for each year has to be fixed (or discounted, if multi-year discounts apply as more
    regions subscribe)

  • the offer needs to be supplemented with a filled in "Eira standards and principles" (latest version)
    document for that product. If you send us more than one quote you need to fill in one form for each
    product.

  • the offer also needs to be supplemented with a license draft.

The decision between which products will be selected as Core and which will be selected to be distributed to the members as a Plus offer will be based on the results of our discussions with you and factors such as:

  • Pricing (estimated cost per download, pricing that acknowledges current development in OA
    publishing etc)

  • Compliance with "Eira standards and principles"

  • Discoverability of content

  • Estimated quality of content (for example journal impact factor)

  • Relevance for Eira (for example journal subject coverage)

  • Feedback and demand from Eira members

About ”Eira Core” products

  • All 21 regions subscribe

  • Inera signs one license agreement on behalf of all regions

  • You invoice Eira Office/Inera one invoice for all regions

  • Inera coordinates support issues and training sessions for Eira regions

  • Inera updates link resolvers to make content available in all 21 regions

  • Inera manages usage statistics

About ”Eira Plus” products

  • Optional for regions to subscribe

  • For multi year agreements: all regions have the option to join or cancel the agreement each year

  • Inera coordinates orders

  • Inera signs one license agreement on behalf of the participating regions

  • You invoice Inera one invoice for all participating regions

  • Inera coordinates support issues and training sessions for subscribing Eira regions

  • Inera updates link resolvers to make content available in subscribing regions

  • Inera compile usage statistics for Eira members
